After creating a 2D object using the 2D Drawing functions, you can change its layer priority by selecting the 2D object, which will then activate the Selection tab, which will then allow you to change the selected objects priority.

'2D drawing layers' group. None of the tools in this group on the ribbon, have any effect in changing the selected object's display priority in the layer.
