You wont see any change to the actual grid, just to the snap points as if the grid was rotated by the angle specified. To test, use an angle such as 45 degrees. Place a wall and then while holding the Ctrl key down the walls wall end will snap to the grid as if rotated 45 degrees. You may need to zoom in and use an angle that results in a difference to the snap position.

Having read the explanation of this on p57 of the manual, I am unable to get it to work. No matter what grid settings I apply or even whether the grid is switched on or off, holding down the Ctrl key during placement does not make any difference to the length or angle at which a wall (or other start and end element) is placed.
