This is because you have previously given the application Administration Rights. When you run Visual Building with such Administrion Rights, you need to confirm a message from User Account Control that this is OK.

So simply accept OK on the message and run the program from either its desktop icon or Start shortcut link and you will be able to comfirm the UAC message.

This will only occur if you initiate the Visual Building from the Setup panel and its an update to an existing version that previously had Admin Rights.

I just updated to the latest version, and after selecting Run application at the end of the install I get the following message.
