Select the 3D view as your current view.

In the 3D View toolbar, right click on the Simulate shadow icon. to activate the 3D View properties dialog.

You will possibly have Use default settings enabled. Change this to Calculate sun position. The shadows will now change as you rotate the compass.

Im changing the compass direction by selecting it in the environment layer, but no matter which direction I set it, the shadows do not change. This has worked before. What am I doing wrong?
