The order of the project layers cannot be altered, and they are layered in the order created.

The order of 2D objects within each layer can be ordered, and if moved to another layer then this order is remembered irrespective which project layer that the 2D objects is on.

So to ensure that a red box is always on top of a green box but on different project layers, create both boxes on the same layer, allocate their order and then move the boxes to there assigned projects layers, where their original layer order is remembered.

Is it possible to change the order of the layers in the project tab? I can see how to change the order objects within each layer but not the order of the actual layers themselves.

I want to change the order of the layers in the 2D view.

In the 2D-View Visible layer dialog and in the project tab, you can enable / disable each layer, but not change the order. The order appears to be in the order created.
