You will need to run Visual Building in Administrator mode in order to give it access to the catalogue in your C:/Program Files. Right click on the program .exe, select the compatibility tab and enable "run this program as an administrator".

This is not just the window construction tool, but any tool that needs to save to C:/Program Files.

I have been successfully been designing my own windows with the windows construction tool, but am unable to save them into the window catalogue with the other windows. Please advise.
