Place the stairs, and then place the wall. The stairs do not automatically cut the stairs and so you must use the cutout tool in polygon mode to manually cut the wall where not required. See video tutorial:

I saw in one of the example programs that a wall could be placed below the stairs. I can not get the stairs to 'cut' the wall. How is this achieved?
