Currently the Catalogue folder is located in the Program folder path. This is so thats its available to all userson a computer. If the Catalogue was located in the User folder then other users could not access this. In order to add objects, textures etc to the catalogue, the user must assign Admin Privileges to Visual Building.
Most computers have a single user, but those that have multiple users may not want to give Admin rights to any user or any program.
There are several options:
1. All users have an own copy of the Catalogue in their User Path, created at install time.
2. The Catalogue structure in the User path could be access via My Objects, My Textures etc, My Objects would therefore contain all Objects in the Users object path.
